Understanding Proposition 1 and the Behavioral Health Services Act: Opportunities for the
In 2023, the California legislature passed, and the Governor signed, a legislative package aimed at supporting those living with the most significant mental health and substance use needs, increasing accountability and transparency, and expanding the capacity of behavioral health care facilities. The package – collectively referred to as Behavioral Health Transformation (BHT) – was approved by voters in 2024 (Proposition 1). This initiative includes opportunities for older adults to access new and/or enhanced services.
