A community launch event for VHC Health’s proposed behavioral health facility in Glencarlyn is taking place next week.

The meeting, the first in a series of community engagement efforts for the proposed 146-bed rehabilitation and mental health center at 601 S. Carlin Springs Road, will take place from 7-8:30 p.m. next Monday at the Kenmore Middle School auditorium (200 S. Carlin Springs Road).

Speakers will provide an overview of VHC Health’s plans and the review process, followed by a Q&A.

The wellness facility, which would occupy 5.8 acres of land that the county acquired in a land swap with VHC Health in 2019, would include the following, according to a county FAQ.

A total of 50 beds for people with spinal cord and brain injury, stroke, neurological and other conditions
A 36-bed behavioral health unit for adults
A 36-bed behavioral health unit for adolescents
A 24-bed substance abuse recovery and wellness unit

“With growing demand at the local, regional, and national levels for behavioral healthcare services, this facility will further address the shortage of local mental health beds and treatment options for both adolescents and adults,” a project webpage says.

Arlington’s Department of Community Planning, Housing and Development determined on Feb. 23 that a site plan application was in compliance with filing criteria, allowing the project to move forward in the review process.

However, county staff identified several preliminary issues that may be addressed in the coming months. They include the following.

Adverse visual impacts of trash collection and loading, plus a large screening wall
Lack of proposed improvements to the S. Carlin Springs Road streetscapes along the site’s frontage
Stormwater impacts of the proposed surface parking lots and loop road

A series of further engagement and review events are anticipated later this year, according to a county webpage, although the kick-off event is the only one with a listed date.

Up next will be an online engagement opportunity, followed by a walking tour, a site plan review committee (SPRC) meeting, a Transportation Commission hearing and a Planning Commission hearing, followed by final review and discussion by the County Board.

“Given the importance of expanded behavioral health services in our community, the County is committed to expediting the engineering plan, stormwater, and building permit reviews and the issuance of building permits and appropriate LDAs, following the approval of any requisite land use applications the County,” the county webpage says.

If everything goes the way VHC Health wants, the health system plans to break ground this year and complete construction in late 2027 or mid-2028, according to the FAQ.
