KANSAS CITY, Mo. (KCTV) – A Jackson County jury has committed a repeat sex offender to the custody of the Missouri Department of Mental Health.
Missouri Attorney General Catherine Hanaway announced on Tuesday, March 3, that her office’s Sexually Violent Predator Unit secured the civil commitment of Dwaine Paige, 61.
Background
Hanaway indicated that Paige’s criminal history spans more than 30 years:
1993: Convicted on two counts of second-degree murder and two counts of armed criminal action – offenses that included reports of raping one of his victims.2018: While on parole, Paige was arrested on suspicion of first-degree rape. 2021: Paige was convicted of second-degree rape for additional acts committed that year.

At trial, the AG said expert psychologists testified that Paige suffers from antisocial personality disorder and Other Specified Paraphilic Disorder, Non-Consensual Sex.
According to Hanaway, the disorders are mental abnormalities that make Paige more likely than not to commit future acts of sexual violence if not confined.
On Friday, Feb. 27, Hanaway noted that the jury found Paige to be a sexually violent predator. He was then committed to the Missouri Department of Mental Health.
What is Civil Commitment?
The AG indicated that Missouri’s SVP Unit pursues civil commitment of sexual offenders who:
Have a prior conviction for a sexually violent offense, andCurrently suffer from a mental abnormality, making them likely to reoffend if not confined in a secure facility. In Her Own Words
