Marion County DA Convenes Grand Jury To Examine Operations At Oregon State Hospital

SALEM, Ore. — Marion County District Attorney Paige Clarkson on Friday convened a grand jury to investigate conditions and management at the Oregon State Hospital, the state’s primary psychiatric facility.

The inquiry, required under Oregon Revised Statute 132.440, will examine the hospital’s operations, capacity challenges and potential public safety implications, according to the Marion County District Attorney’s Office.

Clarkson said the investigation comes amid growing concern about whether the hospital can meet increasing demand for intensive mental health care connected to Oregon’s criminal justice system.

“Our state’s most crucial facility serving those with mental illness is housed right here in the heart of Salem,” Clarkson said in a statement. “Over the last several years, I have become increasingly concerned that the Oregon State Hospital cannot meet the challenge of the moment.”

The hospital plays a central role in Oregon’s response to the behavioral health crisis, providing services such as civil commitment treatment, competency restoration for criminal defendants and secure psychiatric care.

Clarkson said the grand jury will examine how the hospital is responding to rising demand for those services and whether additional resources or changes may be needed.

“We have an obligation to inquire into what is being done with an eye toward what more is needed,” she said.

The grand jury’s work is expected to take several months. A final report with findings and recommendations will be released publicly once the inquiry is complete, likely by the end of the year, the district attorney’s office said.

Senior Deputy District Attorney David Wilson and Deputy District Attorney Evelyn Centeno will oversee the proceedings. Wilson handles prosecutions involving the Oregon State Hospital and has experience with institutional cases, while Centeno serves as Marion County’s behavioral health prosecutor and works with behavioral health facilities statewide.

As with all grand jury proceedings, the investigation will remain confidential while it is underway. Officials said no additional information will be released until the final report is completed.
