Starting July 1, California is shifting from the Mental Health Services Act to the new Behavioral Health Services Act, which means some community-based mental health programs in Butte County will lose state funding as priorities move toward housing, substance use treatment and early intervention services. County officials say many programs have already secured alternative support.
