The Mahoning County Mental Health and Recovery Board will honor nine individuals and programs for their impact on mental health services in the Mahoning Valley.
The 2026 awards will be presented Friday at the board’s annual Mental Health and Recovery Awards Luncheon, held at Our Lady of Mount Carmel Social Hall. Each of the honorees was nominated by Mahoning County residents.

Jasmine Phillips, Meridian Healthcare (Support Staff of the Year)
Keona White, Mahoning Youngstown Community Action Partnership (Frontline Staff of the Year)
Douglas Doyle, Direction Home of Northeastern Ohio (Frontline Staff of the Year)
Paul Garchar, Potential Development (Child Advocate of the Year)
Patricia Latimer, Mahoning Youngstown Community Action Partnership (Adult Advocate of the Year)
Reserve Officer Kathy Dina, Austintown Police Department (CIT Officer of the Year)
Safe Haven Baby Box, Austintown Township (Program of the Year)
Chief Todd Werth, Boardman Police Department (Leader of the Year)
Kathleen Harley, Mercy Health (Eagle Award)
