LA GRANDE – (Press release from the Center for Human Development) The Center for Human Development (CHD) is pleased to announce new appointments and updates to its’ executive leadership team, known as the Administrative Council (AC). The recent additions of Daisy Duren, Celeste Tate, and Shane Stenquist reflect CHD’s continued commitment to strengthening organizational leadership and advancing high-quality care across Union County. 

CHD is a private, not-for-profit health organization that provides a broad range of services, including addictions, mental health, public health, environmental health, developmental disabilities, prevention, and veterans’ services to the residents of Union County. CHD is a trusted community partner dedicated to delivering professional, compassionate, and culturally responsive care. As a recognized leader in mental and public health, CHD understands Eastern Oregon’s culture, history, and well-being. 

To support innovative healthcare delivery, CHD adopted a self-managed team model early in its history, replacing a traditional hierarchical structure with one grounded in collaboration, accountability, and adaptability. Self-managed teams enable staff to take ownership of their work, hold one another accountable, and work together to reach common goals in order to achieve CHD’s strategic mission. 

The executive operations of CHD are performed by the Administrative Council (AC), a team comprised of: 

• Susie Cederholm, Director of Human Resources (joined 1989)  

• Carrie Brogoitti, Director of Public Health (joined 2008)  

• George Thompson, Director of Operations and Compliance (joined 2018)  • Celeste Tate, Director of Finance and Control (joined 2026)  

• Shane Stenquist, Director of Community Relations, Marketing, and Grants (joined 2026)  • Daisy Duren, Director of Behavioral Health (joined 2016; promoted 2026)

Daisy Duren 

After more than a decade of providing her clinical and leadership expertise to CHD, Daisy Duren was recently promoted to the Director of Behavioral Health position. Raised in La Grande, she combines deep local roots with a global perspective shaped by work in diverse communities.  Daisy holds a Master of Science in Social Work and is a Licensed Clinical Social Worker (LCSW), with certifications in Trauma-Focused Cognitive Behavioral Therapy (TF-CBT) and as a Certified Alcohol and Drug Counselor II (CADC II). 

Her background spans schools, outpatient behavioral health, private practice, and specialized treatment programs, including serving as Assistant Clinical Director at McCallum Place Austin. Known for her commitment to equitable, high-quality care, Daisy is dedicated to supporting both clients and the professionals who serve them while advancing behavioral health services across Union County.

Celeste Tate 

Celeste Tate is a seasoned finance and operations executive with more than 20 years of leadership experience across public, nonprofit, and private sectors. Her career includes roles as Chief Finance Officer at Blue Mountain Community College and City Administrator for the City of Union, where she led complex financial operations, strategic planning, and organizational development. 

Celeste is recognized for her data-driven approach, strong fiscal stewardship, and ability to align resources with mission-driven outcomes. An Eastern Oregon native, she brings a strong work ethic and a commitment to community impact, with a proven track record of building high performing teams and improving financial systems to support long-term organizational success.

A proud military veteran, Shane Stenquist has built a reputation for integrity, collaboration, and results-oriented leadership. His expertise spans communications strategy, public relations, program management, and nonprofit leadership, Shane’s proven track record of launching innovative outreach campaigns, strengthening community partnerships, and driving effective organizational change are tremendous assets for CHD. 

Originally from the Treasure Valley, Shane’s commitment to service has been demonstrated through his service with several diverse local and national nonprofit organizations. He has also served by gubernatorial appointment on the Governor’s Coordinating Council for Families and Children, reflecting his dedication to improving outcomes for individuals, families and communities.
