Recent guidance issued by the Substance Abuse and Mental Health Services Administration limiting services to combat substance use is causing confusion among grantees working in harm reduction who say it is counter to other Trump administration policies.

The office recently notified grantees it would be adding to the list of harm reduction services and items that could no longer be procured using federal funds, in an effort to better align with President Donald Trump’s executive orders. That guidance now bars grantees from using federal money to purchase fentanyl or xylazine test strips to aid in harm reduction.
